A wide catalog of agreements in social, labor, economic, educational, agricultural and security matters were presented by the delegates of different Government entities and those of the National Effective Victims Participation Board in the Fundamental Agenda dialogue.
This week’s meetings enabled programs and projects review to establish assistance and reparation for more than 9 million Colombians affected by the conflict.
According to Vladimir Martin, the Unit for the Victims’ Director in charge, within the agreements “it is worth highlighting the allocation of 30 properties administered by the SAE for the victims to develop agricultural projects” and added that “the work groups did productive work with 19 entities that complete the implementation of the necessary measures to guarantee the victims’ rights.”
For his part, Emilio Archila, Presidential Advisor for Stabilization, said it is quite relevant what begins with this planning work after highlighting that agreements were reached with results; a proof of this are the 30 goods delivered by the SAE, the spaces to work on the PDETs and the agreed security matters.
For Orlando Burgos, the National Effective Victims Participation Board Coordinator, the work carried out “makes us satisfied with the commitments agreed upon, such as the 30 properties of the SAE for victims. This allows us to strengthen public policy so that we are more optimistic and improve our life quality.
From the balance of the dialogue sessions several subjects stand out besides the aforementioned allocation to the victims of 30 properties managed by the Special Assets Society (SAE) for their productive projects with different agricultural vocations, there is also the definition of a legal and technical figure that facilitates access to the land and that they become the first ones to receive the sale option, complying with the guarantees established by that entity and the open call at the national level for the victims’ nomination for the these benefits.
Security was discussed with the Ministry of the Interior and, with the National Protection Unit, a procedure risk assessment review for victims, leaders and women leaders was planned; other subjects were also discussed, such as decentralize the Committee for Risk Assessment and Measures Recommendation (CERREM in its Spanish acronym), the perspective application of differential approaches in the referred committee, information confidentiality guarantees on security schemes change requests and to manage a quick reception of protection measures.
Regarding employment, the Government and the victims agreed to develop a work board with private entrepreneurs to promote and guarantee the employment of this population, with the participation of Confecamaras and the Ministry of Foreign Trade. In health, the agreements deal with the fact the Ministry will review the implementation of PAPSIVI to improve the victims care and the possibility that, in the short term, this population is included in the vaccination strategies.
In terms of access to land, the agreement to promote the delivery of rural and urban housing subsidies, the speed of land restitution with an ethnic component and the completion of the properties administered by the SAE for the victims’ productive projects is highlighted.
The second work board was also agreed with the Ministry of Education in coordination with Labor, Ministry of ICT and Agriculture to enable access to basic, middle and higher education for the victims; the participation of the Ministry in the National Meeting of Young Victims in June and the maintenance support in that event for all ages was also discussed.
Other agreed topics deal with a preparatory board for the National Young Victims Meeting, the involvement of Departmental Boards delegates in the next 16 PDET meetings and the information dissemination of each of the 19 State entities’ social programs, as well as victims’ delegates participation in the commemorative acts carried out by the Unit.
