What does it do?


It advises, supports and contributes the directorate´s management in legal, technical, financial and missionary aspects, in regards to design, development, monitoring and coordination of policies, goals, prevention projects, and humanitarian assistance. This is done in accordance with the parameters established by the entity, as well as the strategies directed and solutions within the sub-directorates and teams of the DGSH that work in pursuit of the progress and fulfillment of the assigned competencies.

How is this done?


From a legal perspective


  • It serves as a liaison among the General Directorate, Subdirectorate and the Legal Advisory Office in legal affairs.

  • Provides legal guidance to the Technical Director, Subdirections and work teams related to the area´s commitment.

  • Ellaborates concepts or requests legal concepts petitions.

  • Disseminates and socializes new guidelines regarding the delivery of humanitarian assistance.

  • Monitors and implements the project for the relocated population in the transition phase

  • Monitors petitions filed with the Victims Unit by municipal authorities in DGSH affairs

  • Supports the supervision of the contracts signed under the responsibility of the DGSH, including the banking operator’s contract.

  • Follows up on compliance with judgments and constitutional orders regarding assistance and attention.

  • Projects general administrative acts of the Unit and DGSH

  • Monitors constitutional actions Individualy and massively in regards to Humanitarian Assistance , projecting and providing tools for judicial defense in cases of contentious and administrative actions, land restitution decisions, and reviews of unconstitutionality claims.

  • Processes and projects responses to the requirements raised by the General Comptroller´s office in the framework of the audits carried out at the Unit; likewise, it projects, follows up and fulfills the improvement plans and projections of disciplinary, administrative and criminal defense according to the incidence of each finding from this audits.

  • Provides legal and conceptual accompaniment to pre- and post-contractual processes that the Directorate requires in order to fulfill the management functions from the planning to the compensation stage.

  • From a financial perspective


  • Coordinates planning, execution and monitoring of the investment budget allocated by the national government to attend and assist victims of forced displacement, particularly in regards to the investment project “Prevention and attention to displaced population at the national level”.

  • Creates and monitors the budget management indicators and the impact of this financed programs.

  • Participates in the strategic planning and budgeting process of the Unit, through the formulation of the value chain investment project “Prevention and attention to displaced population at the national level”.

  • Builds scenarios for implementation of humanitarian assistance policies for displacement victims from a fiscal impact perspective.

  • Provides accounting, budgetary and financial advice to the contractual processes, under the direction of the Social Humanitarian Management and Work Teams.

  • Serves as a financial link between the DGSH and the Financial Accounting Management Group of the Unit.

  • Supports the cost structure elaboration, market studies, quotations and other budgetary and financial documents required by the Directorate.

  • Supports the preparation of budget, financial and technical supervision reports of contractual processes supervised by the Directorate of Social and Humanitarian Management.

  • Controls and monitors billing and / or collection accounts of contractors and operators of DSGH agreements.

  • Submits budget and financial monitoring of contracts and / or agreements signed by the DGSH.

  • From a technical and missionary perspective


  • Leads national and international debates, consensus and socialization processes on learning and good practices advanced by the Colombian government that assist and characterize the victims as part of the accompaniment process to overcome their vulnerable situation.

  • Leads evaluation processes at the national and international levels of humanitarian assistance policies hosted by the national government and, based on recommendations, proposes adjustments to the general management and effectiveness indicators assistance policies for victims that allows them the effective enjoyment of their rights.

  • Generates documents by managing their publication in international magazines involved in conflict, migration, humanitarian action and human rights issues.

  • Promotes the participation in missions and international evaluations regarding the concepts, processes and impact of humanitarian assistance policies in Colombia.

  • Coordinates the international cooperation group to finance technical, objective and neutral evaluations.

  • Provides technical, conceptual and methodological support to the monitoring and evaluation processes of the humanitarian assistance model and to the humanitarian actions developed within the framework of the DGSH’s competencies.

  • Supports the DGSH in the preparation of analysis and evaluation documents on relevant topics for the fulfillment of its functions.
