Rrom People


Rrom or Gypsy is by patrilineal descent, which allows the location of a person in a certain kinship group, configured primarily around the authority emanated from a recognized prestige and knowledge man, which in turn, through different alliances, it is articulated to other kinship groups, where all share, among other aspects, the idea of ​​a common origin, a nomadic tradition, a language, a legal system – the Rromani kriss, some authorities, a social organization, respect for a complex system of values ​​and beliefs, a special sense of aesthetics that leads to a strong attachment to individual and collective freedom, which define ethnic boundaries that distinguish them from other ethnic groups.

According to the normative framework for the Rrom people contemplated in Decree 2957 of 2010, this people is recognized as an ethnic group with certain particularities in its customs and uses and with its own cultural identity and that maintains a particular ethnic conscience, therefore, the Colombian State must guarantee the conservation and development of their culture according to their way of life, which implies the guarantee of free circulation on the territory and protect both their transit routes and the settlement that correspond to them.

Free movement


Because the Rrom people have historically developed their ethnic consciousness based on nomadism, be it real or symbolic, and because of that, this right has been differentially affected during the armed conflict, the right of the Rrom people is reiterated and its members individually considered, to free circulation throughout the national territory, except legal limitations.

Kriss


Court in which the major gypsies (Seré Rromengue) of a determined Kumpania meet for the purpose of resolving a dispute and dealing with internal matters. Seré Rromengué Sero Rrom (Sere Rromengue plural), is the married man, with children, over which, due to his prestige, knowledge of tradition, ability to build consensus, skill in the word, falls the authority of a certain patriotic group or extensive family group.

Kumpania (Kumpañy plural)


It is the set of patrilineally configured family groups (patri-groups), which, based on alliances of various kinds, choose to share spaces to live nearby or to travel together. In Colombia, they are located in specific places of urban centers, principal and intermediate cities of the country.
