It is provided to the population victim of displacement, in order to guarantee minimum food access, accommodation and access to health services (minimum subsistence), in accordance with the conditions of the home after the occurrence of the victimizing event (vulnerability product of the victimizing event), likewise analyzing the conditions of vulnerability and monetary capacity for effective enjoyment of its rights.
