In the Wayúu indigenous reservation of Nuevo Espinal, jurisdiction of the municipality of Barrancas (La Guajira), the Victims Unit formalized the first Ethnic Comprehensive Collective Reparation Plan (PIRC) on the north coast of Colombia.
This was announced by the territorial director of the Unit in Cesar and La Guajira, Víctor Hugo Mosquera Galvis, who indicated that “it was an arduous work of concertation with these communities once violated, uprooted and returned, whose customs, even ancestral, were in danger of disappearing like their family clans”. “Today, the presence of the State and the inter-institutional work achieved this result in search of comprehensive reparation”, he added.
One of the most important aspects in the agreed document is that it includes a special chapter for children, women, productivity, food sovereignty and fundamental aspects for infrastructure such as the recovery of homes, schools and the health center.
“I must emphasize that this PIRC is going to strengthen the organizational process of Nuevo Espinal reservation. It is good to see the presence of the State here and, what most convinced us that we are on the right track is that we were not the ones who traveled to Bogotá or to the territorial address to be established. agreements; It was this group of women and men who came and sat down with the traditional authority and the community to arrange the measures”, stated the governor council of Nuevo Espinal, Álvaro Ipuana, in front of his people.
Among the advantages of this PIRC for the Wayúu ethnic group in Nuevo Espinal, is that the actions will begin this same 2020 and that it was carried out within the framework of the fundamental right of prior consultation and under the observation of the Ministry of the Interior and the Public Ministry represented in the Municipal Attorney of Barrancas. The jobs have a cost that exceeds $ 2.300 million pesos.
