More than 44,500 false conflict victims have been identified during the current presidential period

Within the campaign against fraud led by the Unit for the Victims to detect irregularities and false victims, the entity’s Director, Ramon Rodriguez, announced that during the current presidential period, the Unit has excluded 44,560 people by January 1st,2022, which equals 8,014 declarations.

Likewise, he assured that at this moment 5,523 statements are in an administrative investigation process, which concerns 31,369 people.

According to the entity’s figures, 92% of victims’ statements who were excluded were made in 10 municipalities. Nine of these municipalities belong to departments of the Caribbean region, and five of these towns are in Magdalena. Likewise, 79.2% of the victims’ declarations who were excluded are registered in Santa Marta.

The 10 municipalities in where the victims were excluded are: Santa Marta, Fundacion, El Reten, Aracataca and Cienaga in Magdalena; as well as Cartagena (Bolívar), Valledupar (Cesar), Barranquilla (Atlántico), Riohacha (La Guajira) and Bogotá.

Finally, the Unit’s Director revealed there are currently more than 3,000 processes in the Attorney General’s Office for reported acts, which are procedurally promoted through interviews with officials, information delivery and other procedures that are requested from the entity.

Rodriguez disclosed the most recurrent situations that have been identified as alleged irregularities in the statements, among which are the following:

– Information that third parties, better known as “processors”, provide to people so they can pass as victims, telling them they will be able to access the Unit’s institutional offer benefits.

– People that apply to get into the Registry taking others identity. Sometimes, the person who is the impersonation victim tells the entity their documents were lost, and they are aware they’re included in the Single Victims Registry.

– People who declare about events that never happened or lie about the circumstances in which they occurred to get into the Registry.

He also said the following:

– Of 8,586 complaints received through the entity’s channels, 38.2% have been reported to the Attorney General’s Office.

– In the Anti-Fraud Strategy development, there have been 45 arrests at the nationwide.

– It has been possible to recover $71,472,917 COP that had been appropriated by unscrupulous people, which belonged to victims destined resources.

– The artificial intelligence project seeks to detect possible fraud cases through RUV information cross-referencing with the Fraud Inquiry and Protection Group database. This is done to establish behavior parameters of those who act irregularly and, thus, to generate prevention scenarios.
