En el Día Nacional por la Dignidad de las Mujeres Víctimas de Violencia Sexual, la historia de la primera mujer que denunció a los paramilitares por violencia sexual en Córdoba, líder comunitaria, coprotagonista de dos libros, vendedora puerta a puerta, compositora de canciones en contra de la guerra, y que decidió perdonar a sus victimarios.

En 1998, agobiada por el riesgo que corría su vida, Piedad del Carmen Julio Ruíz, creyó, tal vez ingenuamente, que la única manera de salvar su vida era ir a uno de los principales campamentos de los paramilitares de Córdoba, a averiguar por qué la querían matar. Salvó su vida, pero durante cinco días fue abusada sexualmente por uno de los comandantes zonales de ese grupo armado ilegal. Hoy puede contar su historia y explicar por qué, a pesar de lo que sufrió, decidió perdonar a sus victimarios.
Un año antes, Luis Carlos Suárez, su primer esposo y padre de siete de sus ocho hijos, había sido retenido por un grupo armado durante cerca de tres meses. Logró escapar en un momento de descuido de sus captores y llegó a Montería, de donde tuvo que desplazarse a Medellín, por temor a ser asesinado. Allí murió seis meses después, producto de las secuelas físicas y emocionales que le dejó el secuestro.
Piedad, que siempre se destacó como líder comunitaria en la zona del Parque Nacional Natural Paramillo, y era la presidenta de la Junta de Acción Comunal (JAC) de su vereda, comenzó a recibir amenazas en 1998, como los demás presidentes de juntas de la zona, así que tuvo que dejar botada su finca y abandonar la región junto con sus hijos, que habían quedado huérfanos, y se fue para Montería.
No obstante, no se sentía segura, y no podía quedarse quieta esperando que la mataran, así que buscó una cita con Carlos Castaño, máximo líder de las autodefensas, para preguntarle las razones de las amenazas hacia ella.
Logró reunirse con Castaño, en un sitio conocido como El Diamante, en jurisdicción del Parque Paramillo y relativamente cerca de donde ella tuvo la finca. Él le respondió que desconocía ‘su caso’ y no sabía por qué la querían matar, pero la mandó a hablar con el comandante de la zona conocido como H2.
H2 buscó en un cuaderno un listado de personas a las cuales tenían planeado asesinar y efectivamente encontró allí su nombre allí.
“Me dijo que ellos tenían versiones según las cuales los que integraban las JAC colaboraban con la guerrilla, entonces yo le dije que aparte de mi trabajo por la comunidad solo me quedaba tiempo para atender, responder y buscar sustento para mis hijos. Además, le dije que era posible que ellos se dejaran llevar por chismes que seguramente les llevó un señor a quien mi marido, que había fallecido el año anterior, le había quedado debiendo un dinero y que en represalia esa persona se pondría a inventar cosas de mí”, asegura.
Finalmente, so pretexto de que se quedara mientras ‘aclaraba’ su situación, H2 la obligó a quedarse en el campamento durante cinco días, tiempo durante el cual abusó de ella sexualmente.
Luego de esos cinco días de abuso, H2 la embarcó en una camioneta y dio instrucciones para que la dejaran en la casa de un señor en Tierralta. Allí estuvo dos días mientras “que esa persona hablaba con los jefes de zona de ese municipio, diciéndoles que ´por instrucciones del alto mando ya no me hicieran nada porque ella ya había aclarado su situación’”.
Después de eso prefirió manejar un bajo perfil; sin embargo, no se quedó quieta y siguió luchando para que le adjudicaran un pedazo de tierra. Junto a 35 familias gestionó ante el entonces Incoder y resultó beneficiaria de un predio de nombre Usaquén, ubicado en jurisdicción de Montería, pero cuando les iban a hacer entrega oficial del lugar, hombres armados les impidieron ingresar al predio, advirtiéndoles que si ingresaban serían asesinados. “Después de eso y en una versión libre, yo le pregunté a Salvatore Mancuso que si él sabía quiénes les habían impedido ingresar al predio, y él aceptó haber dado esa orden”, recuerda.
Luego de eso, junto a varios de los frustrados beneficiarios con la entrega de ese predio, “decidimos tomarnos a manera de protesta y presión las instalaciones del Incoder, en Montería, y finalmente nos adjudicaron un nuevo predio en un sector llamado Valle Encantado, pero aún sin título de propiedad. La parcela que me entregaron tiene ocho hectáreas, le construí una casa, tengo sembradas dos hectáreas de plátano, arroz, tiene árboles frutales, una represa con alevinos y con eso sobrevivo y, a veces, comercio”.
Siguiendo con su espíritu solidario, Piedad creó la Fundación de Mujeres Sobrevivientes del Conflicto Armado en Córdoba, organización compuesta por 25 mujeres víctimas de violencia sexual del departamento. “Decidí crearla porque conocí a varias de ellas que vivían llenas de odio, rencor, muy abatidas y no entendían que el perdón las llevaría a tener un descanso mental y en sus corazones. Además, estaban ‘mudas’ frente a su hecho victimizante de violencia sexual y no habían querido hablar nada sobre ese tema. Para mí también fue muy difícil hablar de ese tema, incluso fui la primera mujer en Córdoba que denunció un caso de violencia sexual en el marco del conflicto armado”.
Sobre el perdón, Piedad asegura que “cuando uno perdona tiene un nuevo inicio de vida y sale como descansado porque con el odio no va a resolver nada; si uno vive lleno de rencor, seguramente seguirá renegando del pasado y estaría estancado en la vida”.
La fundación también acompaña a esas víctimas gestionando proyectos para su beneficio ante las diferentes entidades gubernamentales.
Dice que H2 el paramilitar que acabó con su dignidad está muerto. “A través de audiencias de Justicia y paz me enteré que H2 fue asesinado por los mismos paramilitares”, lo que no le genera ningún tipo de emoción. Entiende que la mejor terapia para sanar ese tipo de heridas causadas por la guerra y que se llevan en el alma “es conseguir uno mismo el sustento, tener trabajo y proyectarse en la vida y hacia el futuro; cuando uno empieza a trabajar y a producir un ingreso económico de donde se pueda sostener es como si se empezara nuevamente a vivir. Esa es la mejor terapia”.
Hace unos 15 años, recibió la indemnización administrativa por parte del Estado y está agradecida por el acompañamiento que le brinda la institucionalidad a su Fundación, en este caso por parte de la Unidad para las Víctimas y la Defensoría del Pueblo.
Piedad, quien durante dos periodos consecutivos formó parte de las mesas de participación de víctimas local y departamental, también ha sido coprotagonista de un par de libros: Mujeres que hacen historia: tierra, cuerpo y política en el Caribe colombiano, de la Comisión Nacional de Reparación y Reconciliación y del Grupo de Memoria Histórica, y Una Colombia que nos queda, de Linsu Fonseca.
Por razones de las medidas de aislamiento obligatorio, Piedad no ha podido volver a la parcela de Valle Encantado; sin embargo, “tengo un señor que me la cuida y desde allá me manda plátano, arroz y yuca”.
Hoy, Piedad pasa sus días en Montería cuidando a su segundo esposo, Rodolfo Mejía, quien está delicado de salud. También ayuda a criar a sus nietos y vive pendiente de su hijo menor, Víctor Alfonso (promesa del fútbol profesional y quien se forma en la escuela del Envigado Fútbol Club), a la par que vende lociones, relojes en las oficinas de las entidades donde ya es muy conocida, sin descuidar la Fundación, esa que tanto le ha servido a las mujeres a las cuales la guerra les acabó la dignidad.

Screen reader and keyboard navigation
Our website implements the ARIA (Accessible Rich Internet Applications) attribute technique, along with several different behavior changes, to ensure that blind users who visit with screen readers can read, understand, and enjoy the features of the website. As soon as a user with a screen reader enters your site, they are immediately prompted to enter the screen reader profile so they can effectively navigate and operate your site. Here's how our website covers some of the most important screen reader requirements, along with console screenshots of code examples:
Screen Reader Optimization: We run a background process that learns website components from top to bottom, to ensure continued compliance even when the website is updated. In this process, we provide screen readers with meaningful data using the ARIA attribute set. For example, we provide accurate form tags; actionable icon descriptions (social media icons, search icons, cart icons, etc.); validation guide for form inputs; roles of elements such as buttons, menus, modal dialogs (popups), and others. In addition, the background process scans all images on the website and provides an accurate and meaningful description based on Image Object Recognition as an ALT (alternative text) tag for images that are not described. It will also extract texts that are embedded within the image, using an OCR (Optical Character Recognition) technology. To activate screen reader settings at any time, users just need to press the Alt+1 keyboard combination. Screen reader users also receive automated prompts to activate screen reader mode as soon as they enter the website.
These settings are compatible with all popular screen readers, including JAWS and NVDA.
Keyboard navigation optimization: The background process also adjusts the HTML of the website and adds various behaviors using JavaScript code to make the website work with the keyboard. This includes the ability to navigate the website using the Tab and Shift+Tab keys, operate dropdown menus with the arrow keys, close them with Esc, activate buttons and links using the Enter key, navigate between radio items and checkboxes using the arrow keys and complete them with the space bar or the Enter key. In addition, keyboard users will find quick navigation and content skip menus, available at any time by clicking Alt+1, or as the first site elements while navigating with the keyboard. The background process also handles triggered popups by moving keyboard focus to them as soon as they appear, and not allowing focus to drift away from it.
Users can also use shortcuts such as "M" (menus), "H" (headers), "F" (forms), "B" (buttons), and "G" (graphics) to jump to specific items.
Disability profiles accepted on our website
Epilepsy Safe Mode: This profile allows people with epilepsy to use the website safely by eliminating the risk of seizures resulting from flashing or flickering animations and risky color combinations.
Visually Impaired Mode: This mode adjusts the website for the comfort of visually impaired users such as impaired vision, tunnel vision, cataracts, glaucoma, and others.
Cognitive Impairment Mode – This mode provides different support options to help users with cognitive impairments such as dyslexia, autism, AVC, and others to focus on the essential elements of the website more easily.
ADHD Friendly Mode – This mode helps users with ADHD and neurodevelopmental disorders to read, navigate, and focus on the main elements of the website more easily, while significantly reducing distractions.
Blind Mode – This mode configures the website to be compatible with screen readers such as JAWS, NVDA, VoiceOver, and TalkBack. A screen reader is software for blind users that is installed on a computer and smartphone, and websites must be compatible with it.
Keyboard Navigation Profile (Motor Disability): This profile allows people with motor disabilities to operate the website using the Tab, Shift+Tab, and Enter keys on the keyboard. Users can also use shortcuts such as "M" (menus), "H" (headers), "F" (forms), "B" (buttons), and "G" (graphics) to jump to specific items.
Additional UI, layout, and readability tweaks
Font Settings: Users can increase and decrease its size, change its family (type), adjust spacing, alignment, line height, and more.
Color Settings: Users can select various color contrast profiles, such as light, dark, inverted, and monochrome. Additionally, users can swap title, text, and background color combinations, with more than 7 different color options.
Animations: Epileptic users can stop all running animations with the click of a button. Interface-driven animations include videos, GIFs, and flashing CSS transitions.
Content Highlighting – Users can choose to emphasize important elements like links and titles. They can also choose to highlight only focused or suspended items.
Audio Mute: Users with hearing aids may experience headaches or other issues due to autoplay of audio. This option allows users to mute the entire website instantly.
Cognitive disorders: We use a search engine that is linked to Wikipedia and Wiktionary, allowing people with cognitive disorders to decipher meanings of phrases, initials, slang, and others.
Additional features: We provide users with the option to change the color and size of the cursor, use a print mode, enable a virtual keyboard, and many other features.

Our goal is to support the widest possible range of browsers and assistive technologies, so our users can choose the tools that work best for them, with as few limitations as possible. Therefore, we have worked very hard to be able to support all the major systems that comprise more than 95 % of the user market share, including Google Chrome, Mozilla Firefox, Apple Safari, Opera and Microsoft Edge, JAWS and NVDA (readers). screen), for both Windows and MAC users.
