More than 10% of victims in the country are Afro-Colombians

In the period between January 1, 2018 and March 31, 2019, 208,873 transfers worth $449,101,547 have been made to black, Afro-Colombian, Raizales and Palenqueras communities for the concept of Humanitarian Attention.

The General Assembly of United Nations decreed this decade, from 2015 to 2024, as the international decade for people of African descent, in order to promote actions in favor of  specific rights of  African Diaspora in all countries and to promote human rights, economic, social, cultural, civil and political, and a development adjusted to their worldview. Thus, how to develop specific measures in the fight against racism and racial discrimination.

On the occasion of the commemoration of Afrocolombianity Month, the Victims Unit claims the African Diaspora, through the implementation of Decree Law 4635 of 2011, aimed at the attention, assistance and reparation of the black, Afro-Colombian, Raizal population and Palenquera, which according to figures from the Unified Victims Registry (RUV), reaches 1,035,068, which corresponds to more than 11.75% of the total (8’803,836) of registered victims.

Of the total of victims of these communities, 550,354 correspond to black, Afro-Colombian, Raizales and Palenqueras women.

The majority of Afro-Colombian victim population are between the ages of 29 and 60 (410,503 people), followed by people between the ages of 18 and 28 (255,329 cases reported).

The departments with the highest occurrence of events involving this population are Nariño, Chocó, Valle del Cauca, Antioquia and Cauca. The municipalities registered with the highest incidence of victimizing acts against the Afro-descendant population are: Buenaventura, Tumaco, Quibdó, Turbo, El Charco and Riosucio.

At present there are 178 black, afro, raizales and palenqueras communities included in the Register of Collective Reparation Subjects. Likewise, in 2018 they entered into the design and protocolization of the Specific Plan for Prevention, Protection and Attention to Black Communities, the municipalities of La Tola (5 councils), Guapi (5 councils).

In the period between January 1, 2018 and March 31, 2019, 208,873 spins worth $ 449,101,547 have been made for Humanitarian Attention.

In this same period, 298 victims of Afro-Colombian, Afro-Colombian, Raizales and Palenqueras communities have been assisted with Humanitarian Aid for a value of $ 449,101,547.
