Director of the Unit met with the new director of UNHCR for the Americas

The general director of the Unit presented to José Samaniego the advances in terms of care, assistance and reparation for victims throughout the national territory, as well as the attention agenda in forced internal displacement processes and the humanitarian situation.

The director of the Unit for Comprehensive Attention and Reparation to Victims, Ramón Alberto Rodríguez Andrade, welcomed José Samaniego, the new regional director of the Office for the Americas of the United Nations High Commissioner for Refugees (UNHCR).

In the virtual meeting, the general director of the entity assured that the Victims Unit, as the main humanitarian actor in the country, has served 6.426.272 households who are victims of forced displacement with a total investment of more than $5 billion.

Ramón Rodríguez announced that between August 7, 2018 and November 30 of the current year, according to the daily monitoring of events related to the dynamics of violence that occurred in the framework of armed conflict in the national territory, “the verification of 3.052 events, of which 2.282 correspond to acts against the civilian population and 770 to armed actions”.

“The most recurrent acts against the population during this period were homicides with 1.226 incidents, threats and intimidations with 659 and attacks with 140. And the most frequent armed actions on these dates were the fighting with 209 events, confrontations with 155, ambushes with 95 and acts of terrorism with 47”, added the official.

In what has to do with humanitarian emergencies, Rodríguez said that “between January 1 and November 30, the verification of 1654 events were carried out”. “Distributed as follows (main departments affected): Cauca, Norte de Santander, Antioquia, Nariño, Valle del Cauca, Chocó, Arauca, among others”.

The official revealed that “77.15% correspond to acts against the population and 22.84% to armed actions.”

From August 2018 to November 2020, 162 massive forced displacements have been reported. The director of the Unit assured that “during 2020 we have coordinated the care of 67 mass displacement events, for which 6.280 families /19.281 people have been forced to leave their homes”.

“In the same period, 57 confinement situations have been attended to. During 2020, the Unit verified and coordinated the care of 20 confinement events for which 7.371 families / 31.489 people have seen their mobility restricted and their access to the satisfaction of basic needs has been affected”, Ramón Rodríguez announced.

The general director said that “the Unit has not stopped since it started After the pandemic, we continue with the processes of comprehensive care for victims as the main humanitarian actor in Colombia. We have attended each of the humanitarian emergencies in this period”.

Rodríguez expressed his concern to the regional director of the Office for the Americas of the United Nations High Commissioner for Refugees (UNHCR), regarding the involvement of foreign citizens residing in Colombia in the conflict, “is a situation that is affecting the foreign population, especially Venezuelans, there is recruitment and in the face of a possible doubt, measures have been taken to remove them from the territory”. “Why has this measure been taken? articulated to issues that are related to illegal actors, but they have also been linked to issues related to drug trafficking, micro-trafficking or illegal mining”, he added.

“There the important thing is that these foreigners affected by the conflict have the documents in order, in order to offer the route of care and assistance in the first humanitarian phase, there we have carried out an exercise with the support of the IOM and the humanitarian team and What we are looking for is that this route in the face of double and triple impact issues is consolidated and articulated to give the response that is required” added the CEO.

Finally, Ramón Rodríguez referred to the letter of understanding between the Unit and UNHCR, “this letter has made it possible to strengthen prevention, registration, return and relocation related to each of the victimizing acts that we attend to in the territory”.
