The representatives of victims with disabilities worked on seven thematic axes to formulate proposals for the National Development Plan 2018-2022, based on the guidelines defined by the National Planning Department:
- Foundation of the institutions responsible for the articulation of public policies for people with disabilities
- Consolidation of information systems
- Dignification of these people and their families
- Inclusion labor and entrepreneurship for income generation
- Promotion of infrastructure for the Inclusion-
- Strengthening of research on different types of disability
- Promoting leadership
In the same number of working tables, the delegates of departmental victims, gathered since Wednesday in Bogota, exposed their biggest inconveniences when making their rights effective and proposed the changes that, in their opinion, should be made in the policies public services that involve several entities of the National System of Attention and Reparation for Victims (Snariv) and the National Disability System.
These proposals were fed after officials from the Ministries of Health, Education, and Labor; of the National Disability System, the Ombudsman’s Office, the National Protection Unit, the High Presidential Council for Disability, and the Victims Unit will offer the guidelines and explain the current mission, plans, programs and projects.
In broad lines, victims with disabilities propose to the National Government the improvement of public policy on issues such as: effective participation (with voice and vote) in all the disability systems in the national, departmental and municipal orders; allocate the budget that responds to the implementation of public policy of this approach; and that in the orange economy sports, recreational and cultural issues are included to enhance the abilities of people with disabilities.
They also make proposals in characterizing the victim population with disabilities in each municipality, benefits for access to higher education, from them and their caregivers; teleworking; training and seed capital for the generation of enterprises and the implementation of the transport and mobility policy for the population with disabilities, among others.
“The work was very interesting and enriching. Hopefully all that we have proposed does not remain a dead letter, but that it is fulfilled so that we can be visible and included, “said Emerita Isaza, from Arauca department.
