Significant progress was reported by the Sub directorate for Collective Reparation of Victims Unit, regarding the processes that are being carried out with journalists, trade unionists and members of the Community Action Boards throughout the country, affected by the armed conflict and those who advance in programs and strategies for the full restoration of their rights.
From the aforementioned Sub-Directorate, it was confirmed that to date, the Reparation for journalists affected by conflict in the country, will continue on November 22. 23 and 24, in Medellín, with a work day in which the formulation phase of the Comprehensive Collective Repair Plan.
Such formulation process, according to the Deputy Directorate of Collective Reparation, will continue during 2020, but in parallel, it was reported that a process of articulation with the SNARIV entities will be followed, to facilitate complementary tasks to strengthen the collective reparation of the group. It was indicated that this development will be carried out based on specific offers and resources or via additional offer management to repair, without compromising the formulation and implementation of the PIRC. It is important to keep in mind that the beginning of the collective reparation process of the group of journalists began in 2012, under the offer modality.
Communal leaders and trade unionists
The Victims Unit in a report also highlighted that after three years of work, collective reparation with the Community Action Boards of Colombia, advanced on September 19 and 20, the validation of the damage diagnosis document, the which, is considered the backbone for the repair process of the aforementioned community organizations.
With this, it is concluded that those organizations have already completed the phases of identification, enlistment and diagnosis or characterization of damage, which will advance in crucial stages such as the formulation and implementation of the Collective Reparation Plan.
Upon reviewing the situation of the trade union movement in Colombia, it is noted that although it has not made the declaration before the Public Ministry and has not been recognized as a subject of collective reparation, the Victims Unit prioritized it through the offer mechanism and advanced in its repair path
Proof of this, on October 23, at Casa de Nariño, the Permanent Conciliation Table was set up for the collective reparation of the trade union movement, with the presence of the President, ministers and union delegates.
It must be taken into account that the public launch of the “repair to transform” process with the trade union movement was in May 2013 and in that year, regional meetings were also held in Medellín, Cartagena, Bucaramanga, Arauca, Santa Marta, Cali, Bogotá and Armenia, with more than 1400 trade unionists, in which the enlistment of that repair subject was made and the collective reparation program was presented in all regions.
In April 2016, the Ministries of Interior and Labor and the Administrative Department of Social Prosperity, signed Decree 624, “which creates and regulates the Permanent Bureau of Agreement with the Trade Union Centrals CUT, CGT, CTC and the FECODE for Collective Reparation to the Trade Union Movement ”.
Additionally, it is established that in 2017 the work meetings were held between the UARIV and the Ombudsman’s Office with the purpose of establishing the schedule of activities for the declaration of the trade union movement as the subject of collective reparation.
