With the presence of officials from the Victims Unit, Procurator’s Office, Ombudsman’s Office, High Counseling for Victims of the District, Risk Management Institute, National Police, Ministry of Health, Secretariat of Social Inclusion, Personería and Unit for Victims, An inter-institutional meeting was held where the minutes were drawn up and the census of those affected was consolidated on the occasion of the attack on January 17 at the Police School of Cadets of the “General Francisco de Paula Santander”.
This inter-institutional meeting was held in compliance with the provisions of article 2.2.2.5.2. of Decree 1084 of 2015 that states that in accordance with Article 48 of Law 1448 of 2011, for purposes of registration of victims of mass displacements and terrorist attacks that comply with the requirements of Article 3 of Law 1448 of 2011, the Municipal Mayor’s Office, through the corresponding Secretariat of Government, dependency, official or authority, with the accompaniment of the Municipal Ombudsman, of the reception place must: Make a record with a detailed description of the circumstances of event and prepare the census guaranteeing that only the people affected by the massive event are identified in it.
As established by the Risk Management Institute of the district of Bogotá (Idiger), there is a census of 197 houses affected by the explosion of the device in the cadet school on January 17, the affectations consist of the destruction of glass in doors and windows, as well as the structural impact of some homes. The official census casts 20 deceased cadets, 68 cadets and patrollers injured, 2 minors and a private individual.
The Secretariat of Government and People´s office will coordinate the making of mass declaration of affected civilians in the perimeter of cadet school, in coordination with the local mayors and with the accompaniment of the Victims Unit, this day will be carried out by locality, there will be present the institutional offer.
The Central Territorial Directorate of the Victims Unit will accompany the workshops with counselors to inform the victims of the attention route, assistance and reparation under Law 1448.
It is clear the inter-institutional commitment with the victims of the conflict, both the indirectly affected families and the relatives of the young people who lost their lives in this unfortunate attack.
