The Effective Participation Board of the Guaviare victims presented their management report, at a press conference held at Puerta de Orión Hotel, with the assistance of the municipal members of El Retorno, Miraflores, Calamar and San José del Guaviare.
“Among the aspects that we highlight most was the repeated request for the inclusion of an exclusive chapter for the public policy of victims, which was not taken into account by the departmental administration, leaving all the issues in a transversal way. We also work on the formulation of the Territorial Action Plan (PAT) together with the departmental government, which was not approved by the Table since the proposals for income and employability were not included,” said the coordinator of the Table, Amalia Rivera.
“Likewise, it was possible to position the Departmental Board as a space for monitoring and influencing the execution of resources of each sector of the Government, achieving that in the Mesa sessions the projects that would be executed in each period were presented and approved”, added the leader.
For his part, the territorial director for Meta and Eastern Plains of the Victims Unit, Carlos Pardo Alezones, recalled the importance of these representation scenarios: “The victims’ tables are part of the spaces that the State offers to the population for guarantee the impact on the policies that affect them and are also the institutional spaces of representation of the population affected by the conflict for dialogue with the State, at all territorial levels ”.
They are also legal spaces for the representation of victims and, as such, a fundamental part of the National System for Comprehensive Care and Reparation for Victims (Snariv). Participation tables are not assemblies of victims, or their organizations; Although its members are nominated by organizations of victims, once they are elected and are part of a table, they represent all the victims present in the municipality, district, department, or Nation.
“Soon we are preparing with personality and Ombudsman’s Office, to accompany the election processes of victims who will occupy this platform for the 2019-2021 period in the country. We will be very attentive to inform how the process is progressing in this territory”, said the territorial director.
In the Guaviare, according to the National Information Network, in the Single Victims Registry there are 28,213 persons subject to attention and reparation by the Colombian State, for events lived within the framework of armed conflict.
