The Unit leads 40 initiatives of reconciliation, coexistence and peace building, in PDET municipalities of Arauca

The entity participated in the second institutional session to promote Development Plans with a Territorial Approach coordinated by the Presidential Ministry for Stabilization and Consolidation.

Forty initiatives included in the pillar of Reconciliation, Coexistence and Peace Building, represented in six macro-strategies that are currently developed with execution until 2021, socialized the Victims Unit as progress in the implementation of Development Plans with Territorial Focus in four municipalities (PDET) of the department of Arauca.

The entity’s deputy director general, Lorena Mesa, explained the methodology carried out in the last quarter in the municipalities (PDET) Arauquita, Fortul, Saravena and Tame, amid the mandatory preventive isolation that is maintained in the country generated by COVID-19: “The frequency of these tables has been monthly and we have a total of 177 participants in these sessions with a number of seven bilateral tables”.

The official referred to the consolidation of the initiatives that have been implemented since March of this year with execution until 2021. “It is intended to implement a total of 40 initiatives of pillar number eight. Seven will be implemented by the mayor’s office and 33 of them will be implemented by national government entities, in percentage terms, this means that the government will implement 82% of these initiatives and 18% the territory”, he explained.

Initiatives:

  • Strengthening the formulation and implementation of public policies that strengthen peace and promote co-responsible citizen participation.
  • Implementation of transitional policies.
  • Community infrastructure for peace.
  • Justice for rurality.
  • Macro rural security strategy.
  • Social pedagogy and communication for reconciliation and the reconstruction of social network.

Mesa indicated that the municipality of Fortul will have an intervention of 33% of the total initiatives to be implemented during the established term, Arauquita 30%, Saravena 20%, Tame 3% and within the sub regional initiatives a total of 15%.

The deputy director highlighted some of the most outstanding achievements in the last three months:

  • Fortul municipality filed a project for the construction of the women’s house that contributes to the reconciliation and gender processes.
  • The municipality of Arauquita, through the Victims Unit, filed a project for the construction of the communal house in Los Chorros neighborhood, this initiative will begin its execution in August.
  • The Universidad Nacional Abierta y a Distancia (UNAD) supports training in conflict resolution.
  • International cooperators will support training for community action boards on reconciliation issues.
  • In August, the implementation of the “Participate with legality” program will begin.

She also presented the progress in the processes of collective reparation: “We developed a meeting day of traditional medicine, it was possible to hold a day within the collective reparation plan of the Betoy people. It is to show how despite the pandemic and what we are experiencing, it is possible that we can advance in the processes of collective reparation with biosecurity protocols and advance on the road with the Makaguan people”.

He also issued an invitation to the mayors of the department of Arauca: “The Ministry of Justice has open the call for the virtual course on gender issues for citizens and officials, here again we call the attention of the mayors to support us by presenting the course e inviting the communities to present themselves to the course of these gender issues”.

The leaders of the PDET municipalities recognized the institutional work. “For us it is a privilege that the four municipalities are part of the PDET, we are giving our best effort, we know that we have the national government to provide a solution to our communities”, said Mayor Saravena, Wilfredo Gómez Serrano.

 “We are a municipality heavily hit by violence and the hopes of the communities are placed on the response that we take through the materialization of these initiatives that are raised in our Development Plan with a Territorial Approach”, said Jesús Torres, Mayor of Arauquita.

 The day was attended by territorial, national and international cooperating entities.
