After meeting with mayors and representatives of victims in Medellín, the national director (e) of the Unit for Comprehensive Care and Reparation for Victims, Ramón Alberto Rodríguez Andrade, undertook to better manage the articulation of national system of entities that serve this population in Antioquia.
With that aim, he participated in the Assembly of Antioquia of the Expanded Committee on Transitional Justice, along with other institutions such as the Attorney General’s Office, Social Prosperity, Interior Ministry, Antioquia Governor’s Office, municipal mayors and the Departmental Victim Participation Board.
“After listening to the mayors, there is a need to articulate the National System of Attention and Integral Reparation to the Victims (53 entities) in their territories on issues of generation of productive projects, housing, education and humanitarian emergency attention as occurs in Tarazá and the Under Antioquia Cauca, “said the national director to explain local, departmental and national co-responsibility.
He also announced that for the attention of 270 families (744 people) displaced from La Caucana township due to armed clashes between criminal gangs there are different phases of attention and co-responsibility: “Now in the immediacy corresponds to the Mayor’s office and territorial entities and coordinated with cooperation delivery of feeding and elements of cleaning and lodging. In the third instance, the Unit for Victims enters the first week of October to support with humanitarian aid if the municipality does not have the capacity as it is with Tarazá. “
At present, officials of the Unit are in the area supporting the coordination of contingency plan, the census, the registration of the displaced for the delivery of humanitarian aid and in order to achieve the return of displaced families with security guarantees.
Investment for repair
Regarding the implementation of the reparation to the victims in Antioquia, Rodríguez Andrade reported that between 2012 and 2018 in Antioquia 2.4 trillion pesos were invested for the individual reparation (more than 217 thousand victims compensated), humanitarian aid and emergencies, social and community infrastructure projects, and psychosocial attention.
During the Extended Transitional Justice Committee, which he attended in compliance with the agreement in the “Building Country” workshop with President Iván Duque last week in Amagá, the national director of Victims Unit announced the proposal that made the National Government to better serve the reparation to the population affected by the conflict.
According to Rodriguez, “the proposal to the Presidency is to carry out in the first quarter of 2019 a workshop building exclusive country for victims and thus provide timely responses to the needs of housing, psychosocial care, education, income generation, individual and collective reparation in the regions”.
During his visit to Medellín, Rodríguez also met with leaders of the subjects of collective reparation and municipal representatives.
